Permanencia de agentes clave en el Centro de Gobierno. El caso chileno (1990-2014)

RESUMEN. El presente artículo tiene por objeto contribuir al estudio del Centro de Gobierno. Utilizando el caso de Chile entre 1990 y 2014, se pretende determinar la relevancia e influencia de tres factores específicos para permanecer en él: poseer la condición de tecnócrata-político, haber sido parte del comando de campaña presidencial y tener militancia partidaria común con el presidente. Para lograr dicho propósito se provee de una revisión bibliográfica acerca del objeto de estudio para delimitar y comprender su alcance. Los datos e información se exploran utilizando análisis de supervivencia con curvas Kaplan-Meier. Se concluye que los miembros que jugaron roles en el comando de campaña ostentan altas tasas de permanencia: la confianza con el presidente parece ser un aspecto clave.

ABSTRACT: The present article aims to contribute to the study of the Government Center (CG). Focused on Chile from 1990 to 2014, is intended to determine the relevance and influence of three specific factors to remain in the CG: possess technical and political capital, have been part of a presidential campaign command, and have a common membership with the President. To achieve the above mentioned intention, it is provided with a bibliographical review about the study object, in an effort to identify and understand its scope. The data and information are descriptively analyzed with Kaplan-Meier curves. It is concluded that members who played roles in the campaign command with the president hold high permanence rates: a relationship of trust with the president weems to be a key aspect.
